• Identify Feasible Markets  
• Use population and existing system data to determine feasible markets; prepare preliminary system design, coverage maps and budgets.
• Determine Likely Area for Transmitter Site  
• Based upon terrain, population distribution and federal and aeronautical regulations, determine optimum transmitter site area.
• Determine Number of Channels Available  
• Determine ITFS channels available through new filings or through lease of excess capacity from existing users and modification to system site. Determine MDS channels available through lease or purchase and modification to system site, or through new filings. Identify LPTV channels available for application or possible acquisition.
• Finalize Transmitter Site  
• Visit site area. Determine zoning and environmental concerns. Identify suitable properties and negotiate with property owners. Identify site accurately for engineering studies. Follow up to obtain signed lease option. Prepare filings for aeronautical clearance. Prepare coverage map of system for marketing and design purposes.
• For ITFS, Select Institutions for Filing  
• Select facilities that may be served by the desired transmitter site. Consider FCC ranking criteria to ensure win if hearing occurs.
• For ITFS, Make Presentations to Institutions  
• Make initial contact with school personnel; deliver presentation to school board. Explain required FCC forms, lease agreements. Obtain required information from school. Follow up to obtain all required signatures, keep superintendent apprised of process through FCC.
• For ITFS, Confirm Receive Sites  
• Identify each school to be a receive site. Obtain required documentation for each.
• For ITFS, Prepare Engineering Portion of Application  
• Ensure each receive site is suitable. Perform interference studies for each channel group, including terrain studies where necessary. Do final preparation of technical statement, containing FCC Form 330, Sections V, VI, VII, for filing by FCC attorney.
• Coordinate with FCC attorney, client and schools.
• For MDS, Prepare Application and Engineering Exhibits  
• Perform interference studies for each group. Do final preparation of technical statement, including terrain showings where necessary, for filing by attorney. Prepare Appendix D information as needed. Coordinate with FCC attorney, client.
• For LPTV, Prepare Engineering Portion of Application  
• Perform interference studies for each channel. Do final preparation of FCC Form 346, Section II and supporting documents, for filing by FCC attorney. Coordinate with attorney and client.
