Lawrence Behr, Cheif Executive OfficerLawrence Behr is the founder of Lawrence Behr Associates, Inc., and subsequently, the LBA Group. A recognized leader in the telecommunications industry, Mr. Behr's more than thirty years of experience span the areas of broadcast, military and commercial telecommunications technology. He has frequently served as an expert witness before the Federal Communications Commission, the courts and zoning authorities in communications regulatory matters. He presently serves as a Director of the National Association of Radio and Telecommunications Engineers. He is a frequent lecturer and author and holds patents on several inventions in antenna technology. Lawrence is a long-time amateur operation (K4JRZ) and enjoys hiking and canoeing.
wn, Chief Operating Officer and PresidentIn his role as President of LBA Group, Jerry Brown oversees the day to day operations of our international equipment manufacturing operation. Brown also remains active as our key business developer handing certain International, Government and Military accounts.
Before being named President of LBA Group in January of 2007, Brown served as Vice President of Sales for the LBA Group, including both LBA Technology, Inc and Lawrence Behr Associates, Inc. Before joining LBA, he was Vice President and General Manager of the Joyner Communications. Brown has also held senior sales positions with Shively Labs and Broadcast Electronics. His experience also includes Vice President and Director of Engineering roles for several major US broadcast groups. Brown holds the Certified Professional Broadcast Engineer designation from the Society of Broadcast Engineers of which he is a Senior Member. He is a member of the UK's Institute of Engineering Technology and the I.E.E.E as well as an Associate Member of The Association of Federal Communications Consulting Engineers.

Chris Horne, LBA Group's Chief Technical Officer, has over eighteen years of experience in management and engineering of communication systems and devices, including wireless networks and handsets, fiber optic devices, and medium wave (MW) antennas. Dr. Horne leads all engineering activities at LBA in wireless consulting, MW engineering, FCC compliance and RF Risk Management. He has held several senior management positions in the wireless industry where he has been responsible for network and equipment design, tower deployment and spectrum coordination. Dr. Horne became interested in AM radio in the 1970s while visiting WMFR and later attended the UNC Institute for Radio Broadcasting. He became an extra class ham radio operator in 1990 and still believes that "real radios glow in the dark". Dr. Horne holds a Ph.D. in Electrical Engineering and a Master of Science from North Carolina State and North Carolina A&T State Universities, respectively. Dr. Horne's Ph.D. dissertation focused on the engineering of radio over fiber. His personal interests include business-driven technology, traveling, writing, distance running and family. He is a licensed Professional Engineer in North Carolina, Illinois, Arkansas, Hawaii and Minnesota, an adjunct teaching instructor at East Carolina University, a member of the IEEE, Radio Club of America, and the AFCCE.

Mike’s diverse background with more than 30 years in the technical, marketing, and sales arenas fits perfectly into LBA’s unique services and marketing offerings. Extensive electronics training in the U.S. Air Force to work with space launch vehicles’ guidance systems prepared him well for his role at COMSAT Corporation where he was Operations Supervisor at the largest communications satellite earth station in the world. Mike has served as officer and director for community and county economic development organizations, a community bank, and a high tech nonprofit group established to encourage and assist cutting edge business startups. He came to LBA from U.S. Cellular where he was a network engineer. As LBA’s V.P. of Sales, his priorities are customer service and support, discovering new needs across various industries and working with the LBA team to develop and implement high value solutions to meet those needs.

Juliana’s interest in finance began as a part-time receptionist at her father’s firm, Allen Wealth Management, in Boone, NC. She officially began her career at Leonard, Kelly & Associates, CPA, P.A. in Boone, NC as a Staff Accountant where she maintained bookkeeping data, managed multiple payrolls, and completed personal tax returns.
Joining LBA Group in August 2009 as a Staff Accountant, Juliana was responsible for the daily financial functions, payroll, accounts receivable, accounts payable, data entry, human resources support, and business operational support not only for LBA Group, but also for its subsidiaries, Lawrence Behr Associates, Inc. and LBA Technology, Inc. Juliana assumed the role of Controller - Business Manager for the newly formed LBA Business Services of LBA Group in March 2012 where she will oversee all aspects of the company’s finance, accounting, and support functions.
Juliana received her Bachelor of Science in Business Administration in three years, majoring in Finance with a concentration in Financial Services, at East Carolina University. She was appointed a Notary Public in August 2010.
In addition to working at LBA Group, Juliana enjoys devoting her free time to First Baptist Church in Ayden, NC where she actively serves in the Women’s Missionary Union and as a member of the Personnel Committee and Youth Committee. Juliana is married to Judd and the couple resides in Greenville, NC with their dog, Beamer.
Bryan K. Dixon, Sr. - Business ManagerBryan comes to LBA with over 40 years of experience in construction and safety management for the industrial, commercial and residential industries. Experiences come from Mining, Pharmaceutical, Paper Mills, Agricultural, Special Processing, and Chemical. His experience includes also over 40 years within the fire service. His skills include corporate management, participative management, supervisory, and laborer. Bryan has backgrounds in: Waste Water Treatment – handling – disposal – monitoring – reporting; Environmental compliance with Air quality, Storm Water, HazWhoper, Waste storage and disposal, Federal-State-Local reporting and compliance; Plant services and maintenance; Safety-First Aid-Workers Compensation-Emergency Response Teams; Production Supervision; Mechanical-HVAC-Air Compressors-Cooling Towers, Production Machinery; Precision machinery set ups and adjustments-CNC operations and settings; Machining centers; Business ownership and operation; Project Estimating. Bryan has experience in Facility Maintenance Management and Production Supervision in the automotive industry – over 16 years.

David Horn is an award-winning business and marketing development specialist with LBA Group, Inc. He helps some of the largest mobile carriers in the country implement regulatory compliance programs. LBA also utilizes his decades of experience in communications and new media to supplement the global marketing initiatives of the company. He specializes in turning complex topics into informative and entertaining stories.

Javier was born in Managua Nicaragua and after working in Banking and as Financial Director for
Wrangler Spain in Madrid, joined LBA in December 1985 as the financial controller and soon saw the opportunity for LBA to expand its business to the international market and started working in opening markets for LBA in Latin America. Being a native Spanish speaker has opened many doors to LBA in Latin America. Since 1992 he has been working in sales and represents LBA at international gatherings of radio engineers.
He is active in the community. For 16 years he conducted a Saturday morning radio show in Spanish on
WOOW-1340 AM, he has served as Chairman of the City Advisory Committee on Cable , a member of
the board and producer for Greenville Public Access TV Channel 23 on cable. Served 10 year as member
of the Governor of NC Advisory Committee on Latino Affairs and in politics was the first Hispanic in NC
to be elected County Chairman of the Republican Party.
Betty Perez, Director of Logistics and ResourcesBetty Perez is LBA Group’s Director of Logistics and Resources. Prior to joining LBA six years ago, she worked for McMillan Publishing Company, for whom she spent two years as Data Base Coordinator. Spent 15 years as International Credit Manager for Flanders Filters Inc, in which time she negotiated international sales contracts and terms of payments while also working with banks, followed by seven years as Office Manager for Thompson Filtration Products Inc in Washington, NC.
Byron Johnson, Business DeveloperJohnson comes to LBA from an FM radio group that operates five stations across the country – in New Bern, N.C., Flagstaff, Ariz., and Texarkana, Wichita Falls and Paris, Texas. As operations manager, Johnson dramatically upgraded the company’s networking system.
He will continue to concentrate on wireless networking in his new position along with broadening LBA’s market share. His initial business development focus is winning consulting contracts with wireless companies. They face a May 1 deadline to meet a FCC's requirement to provide proof of substantial service.

Mr. Hayden brings to LBA over 30 years of practicing engineering before the Federal Communications Commission. After completing a successful career in the United States Navy where he was active in Anti-submarine Warfare Operations during the height of the Cold War and participated in the Anti-Submarine Warfare development program for the DD-962 (Spruance Class) destroyer program in Pascagoula, Mississippi, Mr. Hayden entered the Broadcast Engineering Community. During his career in Broadcasting he has held several corporate level positions including Manager of Radio Engineering for the City of New York owned radio stations WNYC & WNYC-FM.
Holding the position of Adjunct Professor in the State of Illinois Community College System, he has developed several curricula pertaining to computer and network systems. During this time he was also an advisor on the Education Advisory Board of the Chicago Public School System.
Mr. Hayden holds a Ship Radar endorsed General Radio Telephone Operator License issued by the Federal Communications Commission, is certified as a Professional Broadcast Engineer and Broadcast Network Technologist by the Society of Broadcast Engineers, and Master Engineer by the International Association for Radio, Telecommunications, and Electromagnetics.

His previous industry experience includes operations management positions at U S West, PCS Primeco, and Nextel. Miller is an experienced senior-level manager with extensive international experience in product innovation, organizational leadership, and operations management. His 15+ years experience in the communications industry includes key roles in the startup, development, and management of new technology and business with wireless and fixed broadband companies.
